can the pits on a windshield be buffed out?

depends on the extent of the damage. 3m and even companies like rain-x make a glass polish but honestly the rain-x glass polish didn't do anything for me but actually put rain x on the the windshield. same thing can be done with non carnuba wax or fresh newspaper.

try finding a good professional grade 3m glass cleaner/polish but if your finger nail catches any of it the answer is no. i've had to replace my windshield in my show car 2 times in 5 years because of minor things that you describe. after awhile you learn to let it go and enjoy your car. nitpicking is not worth it.
