Did you try powering up the LED's with a straight 12v source to make sure they work?

um .. i did that with my third brake light LED because it just consisted of one red one black wire.. these lights are all pre wired and the wires have connectors on them that plug into the factory bulb housing.. like i said i have the parking and reverse ones plugged in they work fine.. the one that is giving me trouble is the brake lights.. i noticed there was like some puddy type stuff built up inside the socket so i kinda cleaned it out as best i could and it still doesnt want to work.. how could i test this or find out what to replace?

You could replace just the socket... most auto parts stores carry just the socket.
