It does not come with the install kit. I'm not sure what part # is for the install kit...but there are 2 kinds (one billet and one plain black). Obviously you have to remove the airbag, wire up the horn to the new horn button, and trim the column just a hair for the "bell" on the install kit to be able to rotate freely.

Not difficult, just takes a little time.
The install kit I used was #3196 with the billet adapter for signature series wheels which is #5196-1.
Still for sale.
