this is cam lift, it has nothing to do with the rocker ratio. the rocker ratio is figured in after everything is in place, for the total lift. these are the numbers you will find when buying a cam from any company/distributor.

Yes, this is the valve lift with 1.6 rockers. This is basically the Comp XE 503 on a 114LSA. Nothing really custom about it. A local guy has it on a 112 in the 383 that's in his Impala SS. It ran 12.90s the first time out with a 2400stall converter and 3.73s gears.
