I'm not entirely sure, they're fairly heavy but I haven't handled many 18x10s so I can't say if they are heavier or lighter than most.
As far as being forged, they are machined from billet aluminum, and the conventional use of the word billet is to describe a forged piece of metal, so I would say yes.
