Yes. TSB are regular Technical Sevice Bulletins put out by the factory to all factory authorized service outlets. They are usually a clarification on a procedure or a correction to a typo in the service manual. It's not a recall. AllData is a good source of info but quite expensive since you must pay annually for the service. They won't tell you if they can solve your problem.
