Yeah if you drove down and ditched your old ones there you could do that . If you buy them from discount tire and bring them across in your car its 14.5 % tax plus exchange and 7 % duty . Not so cheap anymore
Dave
Far be it from me as I'm sure you have done your investigation, but I think you may have confused "duty" with the GST.
To my knowledge there is no "Duty" on tires. There is 7% GST and 7.5% PST. When I bought my BFG R1 from Tire Rack there was only the 14.5% sales taxes, no duty.
If you were to buy them at Discount, they have WA sales tax which I THINK is about 8%. They WILL charge that to a CDN citizen. Add to that the cost of gas to get them....
As far as Im concerned there is little very minimal savings in buying the tires in the states and if you DO get "caught" at the border, you will have paid the WA sales tax and then will still have to pay the 14.5% CDN sales tax.
On the "positive" side, if you buy them at Discount, the mounting is usually included or very minimal cost where as buying them from yourself means I have to go to a local tire place and they will probably charge full rate.
at the end of the day, I think you may be overestimating the total taxes in oyur quotes. I think the only tax you find you will need to add to those prices is the PST.
PS: This is a simplistic explanation because as a business it is a little more complicated with you having to charge GST on the retail price and then getting the GST you paid at the border as a credit.
Call me if you want to chat further.

Thanks for the feedback ,
I phoned the border ( CBSA ) armed with the information that the tires are made in Japan by Toyo . Because of where they are made they are subject to an additional 7% duty . . . I would love more than anything to not pay this and to pass the savings on .
BFG are manufactured in the usa I beleive and shouldn cary the duty ( terrif ) as they are covered by NAFTA .
Thanks again for the feedback , it helps alot with the whole process
