Hm... I guess its kinda like ADI they used on piston powered aircraft "anti detonation injection" although they use water but basicly cools cumbustion temps increasing power, this thing cools intake charge & combustion temps preventing Detonation I assume & offering for a meaner burn.

But seriously, it seems like an interesting device although the concept is relatively straightforward .

Except you cool it too much & you might have what we call THERMAL SHOCK on the valves/intake/ports in the heads, especially if they are ported & can't take the thermal shock due to the thin sidewalls with the hot coolant on the other side

You are probably better off just running a cheap alky injection setup.

AFAIK, alchohol injection is usually applied to carbeurated induction systems, working to spray an alcoholic mist into the intake. This lowers the engines operating temperatures, improves performance, cleans out carbon deposits and improves mileage as the incoming air is atomized. If I'm wrong, someone please correct me .
