Well thats definatly BS. You can arrest foreign people for war crimes, but not if they are a high ranking official. So you will have to wait until after bush is out of office to see him arrested for war crimes in Canada. Other than that, he does meet the requirements to be charged and I think it was Denmark who was going to charge him with war crimes (or at least thinking about it enough to make the papers) but they were hushed up very strongly.
