i met a guy with a 99 T/A and all he had done to it was full exaust. He just bought a 150 shot NOS kit for it and has done no internal work to the car. I dident have the heart to tell him i thought he was gona blow something, or the knowledge for that matter. What do you guys think?

I think hell be alright. My internals are all stock and im running 125 dry shot on my LT1. Im pretty sure his LS1 can handle it, if no steps are missed or shortcut in the install process.

There are countless people running 150 shots on LS1's and LT1's on a regular basis with no problems. He needs to make sure he has all the safty equipment and installs correctly.
