Who knows about Salvage Titles (getting it changed to Rebuilt, erased, etc...)?

Who knows about Salvage Titles (getting it changed to Rebuilt, erased, etc...)?
There's a great deal on a 1998 Mercedes SLK Kompressor hardtop convertible that I am thinking about picking up for the wife...
It has a salvage title because the car was stolen, and recovered, in New York... New York is a state that automatically converts cars to a salvage title when they are stolen.
I've seen the report, nothing was wrong with the car when it was recovered other than a cracked windshield (which I got an estimate to fix for $300). Had the car checked out at a Mercedes dealership and it's in great shape.
Basically, it's a great car for half the price due to the title... I can insure a salvage title but NOT FULL COVERAGE. If I get it inspected and converted to a REBUILT title I can get full coverage...
Does anyone know how to go about doing this? How much would it cost? I REALLY wish there was some way to get the Salvage title reversed since it was just a dumb state law that tagged it as such... LS1MONSTER any input? Anyone? Thanks!
