What's the deal with PHX running out of gas?
I saw in the paper today that Phoenix doesn't have practicly any gas & that there are big lines at every gas station. Is it really as bad as they made it sound?

Price of gas has gone up about $0.40 per gallon in just over a week!
If the pipe line is damaged it means they can't deliver. I could understand the supply and demand theory applying in PHX. But how is that affecting the price of gas in Southern California. There should be a surplus everywhere else. Unless there is another explaination, it seems like blatant price gouging to me.
Makes me rethink the purchase of my next car (read econo - compact).

I must be missing something here? How does a lack of fuel in Phoenix raise prices everywhere else? Is this pipeline supplying gas to a storage facility or raw oil to a refinery? If it is a refinery then I can understand why there is a shortage. That would mean they are taking from the fuel in storage from the surrounding areas and trucking it in to Phoenix. So prices are up because of a general shortage and the cost of trucking added on.
I've heard this pipeline was damaged in July. What's taking so long to fix it? Of course once it gets fixed it will take "some time" to recover.
