Yeah I believe you will... I too am about to have a 3" cutout installed and I think if it's capped when it's smogged you should be ok because all the air will be going out the muffler like normal.

You'll pass the sniffer, but a picky shop will fail you on the visual.

Don't get the cutout!!! I was gonna get it, but after talking to a couple of exhaust guys, I came to the conclusion that it would be a waste of money. I have heard that some peeps actually lost hp after it was installed!!!

Just a word of caution to a fellow F-bodier!

BADFNSS#514 I don't know what exhaust guys you talked to but everyone I know that has a cutout has gained at least a few HP with it open, including me.

BTW what color is your SS? I'll throw you a rev if I see you around town, maybe with the cutout open.

I just put mine on yesterday and I love it! It's so loud! As far as being more powerful, I don't know for sure but I keep hearing its good for a couple HP. That's not really the reason I did it though, it sounds awesome! If you cap it you should pass smog.

Northwest also. You must be the NBM I've seen a few times near 4th and Mountain.

It might pass smog, but cutouts are definitely not legal in CA:

27150. (a) Every motor vehicle subject to registration shall at all
times be equipped with an adequate muffler in constant operation and
properly maintained to prevent any excessive or unusual noise, and
no muffler or exhaust system shall be equipped with a cutout, bypass,
or similar device.

Well of course you want ur cutout closed when your on the dyno, it would be too noisy. My old '95 firebird passed the visual smog part with a 3" cutout. The last place you would want to get smogged is at a referee station.
