Sorry to hear about your car, but unless you have a ton of mods and the receipts to back them up, you wont get anywhere near 14000 - 17000 for your car. KBB value on a 94 Z in excellent condition was only 6-7k ish.
I have a georgous '94 T/A GT with 35,000 miles on it, NEVER seen snow. is pretty well modded, fairly fast and on SPECIAL this week ONLY: $15,500. TURN KEY 11 second car with or without the squeeze!

I am sadly selling my 6-speed 94 Z28. Its un-modded, and runs 100.5ish traps. Its up for $5000, because its got 129,000 miles on it, but still runs good.
For the price your asking, you could buy the car and have a cool 10 grand left over for modding.

I had a '98 Cavalier that I owned for 4 days before someone hit me and totaled it out. I didn't even make 1 payment on it, but my insurance wanted to give me almost $3k less that what I paid for it 4 days ago.
To fix this "issue" I went to a few local dealers. Granted, I was friends with most of them, but thats besides the point.....I had them write up a estimate bill of sale, as to what they would sell the car to me at. Of course, They were all at/or above the cost of my car. I would recommend that you do the same. Have a dealer write out on company letter head what he would sell your car to you at. Its very important that he lists the VIN on that.
You may want to "tip" the salesman for his time.
Other then that, I don't see how you are going to get at least $14k for you car. Hell, my '98 Z is only worth a $13,700 loan.

Get all your recipts together, and get an appraisal. If they dont give you what you feel it is worth, then take it to arbitration. If you dont ave reciepts or pics, forget about getting anything above the average. I save reciepts to everything on any vehicle I have full coverage on.
