Has anyone encountered this before ?

it looks almost sheared off in a circle around the oil pump bolt.

 

what sheered off? the bolt that hold's it on? never heard of a bolt just sheering off all by itslelf

Broken Baffle

It happened to me, replaced it with a new one.

 

Looks just like that, Hummm there must be a flaw in the tray

 

Probably not a flaw, more like a weak point or design issue of the tray itself.

 

Higher stress area than other areas of the tray will cause it to be a weak point. Engine operation/vibration plus stress from attachment bolt head, cause stress risers to develop. Just replace it. If concerned, put on a little gusset on replacement. Tip: if welding on gusset, put weld in area outside of original break point radius.
