Why does this part # = a "valve kit"

I used the part number 17113099 (IAC motor assy. Thanks Shoebox!) and it is described as a 'valve kit' ? did they change the part number or something for an IAC motor? BTW, i was reading their FAQ and it said their shipping may be high...yadayada....how high on average like for this part like 10 bucks about right? just curious about that one....
