Why does installing a TC help in getting rid of cam surges?

Just wondering this question as I just did the CC305 install and though I noticed the car with a little bit of a cam surge during stop lights it's not that bad. But reading some of the posts about cam surges alot of folks advise on installing a TC but why? I mean bumping up your idle helps get rid of some of the surge, are there any other reason for the TC in regards to the cam?

Just wondering.....

It just allows your RPM's to be higher before it engages so that you might be out of the surge RPM's before it engages.
