Where to put the counterweight on the back of the Street Twin flywheel?

Where to put the counterweight on the back of the Street Twin flywheel?

The car was vibrating like hell above 3K so I took off the inspection cover and figured that I would put on the little counterweight. It's no problem to get it on (if you remove the starter and cover you've got plenty of room) but there are two sets of holes right next to each other. How do you choose which ones to use?

Also, what torque should I put these to and what kind of lock-tite should I use (red, blue?)

Darn I never took a picture of the back of the flywheel and I don't remember which holes. I think the weight only lines up with one set. I did write down 20 foot pounds and red locktite so I remember that.
