thats a little over 400 after cam, rockers, pushrods, lifters, timing chain, etc. More like 700.

Forget the engine.

Get some steeper gears.

You can get some MAC mids for around $400, or even go for a used set. MACS get great reviews by most LT1 owners and thats what Im going with. The headers are good for close to 15-20RWHP and are the foundation of any modding.

MACs are good prices headers that are easy to install (easier then some anyways) and they have great plug access. I would say get the headers since a cam/rocker set up would cost more then then $400.

i have some Edelbrock headers and y-pipe sitting around, need coated tho! i would sell them for $210 shipped to your door
the rest could be spent on shipping to Jet-Hot for coating
or i could hit them with some high temp paint if you wanted

Gut Cat

and get a magnaflow and a bullet muffler: magnaflow = $279, stainless bullet muffler $108, welding at local shop = $32. Total = $419. HP = ~+30

You can skip the bullet muffler if you like really loud exhaust.

that HP number you have up there is just a little bit over inflated...

Really

Gutting my cat made a dramatic improvement. My car is built and supercharged though. I always heard a catback gives 15-18 HP and a gutted cat ~10. How much do you think then, at the motor?

More like 14-15 for the catback, and 2-3 for gutting the cat assuming it's not clogged.
