i want to add a lot more hp for the cheapest $ what would be better for the money? a 383/396 stroker, a blown 355, or changing my lt1 to a lt4 with ported heads/intake? or if anyone knows anything else, all ideas are welcome. thanks.
LT1 -> LT4 is expensive and not really worth it unless you have the cash...
A lot of people are simply picking a cam to match their stock ported LT1 heads...
I'm currently researching into honing my block to 355, prepping and polishing my stock crank (honing to 355 and preparation of the stock crank, I've seen, run ~$200) and going forged with the rest of the internals and possibly hitting it with a 150-175 shot...
Ported LT1 heads and a matching cam will give you a lot of top end power and doesn't run a whole lot of money (~$400 for porting of your stock heads and ~$200 for a new or used camshaft)...

polishing the crank, but some H beams and some nice light forged pistons, port the heads, get a matching cam.. and slap a 300 shot on that (just in case
)

He can practically port match your LT1 heads to your hotcam...he'll give you more mid-lift numbers (~.200-.450") instead of high-lift (.550-.600")

I wouldn't advise messing with it unless you knew what you were doing...incorrect intstall can blow your rings...
Build your top end and then your bottom end...

Ported stock heads and a cam on a 355 with the stock crank, H-beam rods and forged pistons is the cheapest way to go. and you can spray it if you want to. But if you want to go with a supercharger, you can now buy a turbo kit for the LT1s cheaper than buying an intercooled supercharger kit. Better torque curve and no belt.
