What are the washers for in the msd cap/rotor?

What are the washers for in the msd cap/rotor?
I just put my msd cap and rotor together, but I have 2 left over washers. I tried putting them on the rotor, but they wouldn't fit in the slots that the screws go in.

Maybe put them between the rotor and where the rotor bolts on. This will give it clearance so that it doesn't rub. My MSD opti didn't come with them and it was rubbing, so I put some on there just in case.
