What is this part on the lower heater hose?

I have a pin hole leak in the rubber hose section of the lower heater hose... I wanted to cut it at the leak and replace the whole section to the water pump with rubber hose... But it has this short crimped section(#13) I've pointed out in the link below... I got the pic off shoebox's page, but I can't seem to find the name of the part for the # listed on his site... Anyone know what it is?

Ah, thanks... I guess if I replaced that entire hose I'd screw up the flow through the heater core.. Oh well.

There have been people that have removed the flow restrictor and not reported any problems. I'm not advocating removing it, just letting you know what others have done.

Part# from GM

You can order the "valve assembly" from a GM dealer. Just cut the old one out and clamp the new one on. It's part# 10188036, about $16.00 from a dealer.
