What does this ground affect?

My right o2 was extremely high at idle so i checked the PCM harness going to it. It was completely burnt through, so i re-wired it and I still have the problem. The o2 has less that 50 miles on it(replaced when diagnosing problem)
Well today i noticed that ground is also burnt, i was wondering if this ground would throw off the reading for that o2(other side is normal)?
