The one on the top will be for the EGR solenoid. EVAP is on the other side of the intake.

I had the A.I.R. pump removed when the motor/blower was installed. Do I need to do anything with these plugs or can I just cut them out of the harness?

Not knowing any information about what car you have makes it harder to say what might happen. You can remove them (as long as you do it cleanly), but you will likely need some reprogramming to keep any trouble codes away.

Shoebox, THANKS for the helpful website. My car is a 95 T/A with a 383 and D1SC. My tuner did tune out all the emissions on the car. Thanks!
