What is a cutout?
A cut out is a y off of your exhuast between the headers and the cats, it is used to increase exuast flow. Any muffler shop can put them in but you will problably get nailed on a veihcal inspection in your area.

It's basically a nuffler bypass. Increase exhaust flow. Gains of 10 to 20 RWHP are typical but expect a loss in torque. Is also very loud.

I don't think that he'll get nailed at all for the cut-out, they aren't that bad in texas I think.
As far as gains, results vary but you can get up to .3 in the quarter and like 25 HP! Just heresay my frien, cause I have the Loudmouth catback.
