What can be causing this???

What can be causing this???

I'm trying to get my car smogged and I pass on everything except the "At Idle CO%" test. It appears to be running SUPER rich at idle. My reading was 3.45 where the limit is 1.20 here in Nevada.

Now here's the odd part. My reading at on the "2500rpm CO%" test was 0.00 - zip, zero, nada. The guy thought that was odd so I assume it is since he does this all day.

Now I am aware that I do have one cylinder (#7) that is running rich. In fact, I pulled the drivers side plugs (#1,3,5,& 7) and all were fine except #7. It was actuall fouled and appeared almost damp w/ fuel.

What can cause this and could that be my problem at idle? Leaky
injector maybe? How can I test for that?
