For a higher altitude I would go with a blower.

i have it before,i used stock bottom end and i was scared to heard horrible stories of blowing engines, leaks, etc i had a atiprocharger p1sc with 8psi but i uninstall it because i dont have money to rebuild a new engine.

so heads, cam, headers, and tunning can i equal that???

The higher the altitude the more compression an engine can tolerate.

You will lose massive power na.Think 100 shot of nitrous is 100 shot at any altitude and of course an 8psi at will not put out 8 psi at your altitude without changing pulleys and with turbos you can dial up the boost.Na cars suck at higher altitudes..sorry but its true. But you ati at 6 psi at your altitude will likely work forever.
Buddy blew his in week at 8psi but he modified his belt for no slippage.

No..cam and heads will lose tons and tons of power at that altitude.Think like 100 hp or more..you can use the nhra correction tables for altitude to see how much slower it would be and on bad day you might have like 10,000 density altitude even worse!!

You need a turbo ,super or nitrous or combination of power adders to really be fast up there or a super light car with a big engine like a old chevette with v8 or a t bucket rod or kit car.Lower weight will also compensate for altitude power loss.

But seriousl think nos is 100 shot at any altitude..anyone know..

Well my nearly stock 80 trans am runs close to that time and my vert lt1 nearly stock runs close to that and my 99 ls1 runs that time with mild mods and yes you should be able to maybe run that time if you had 400 hp engine like the z06 and if you weighed 3100 pounds like the z06.But of course he is making less power at your altitude than 400.I am sure those cars run 12 seconds or high 11s at sea level tracks with the right tires.
Try a 100 shot of spray first and see what kind of times you get.
