I wouldn't mess with the Opti unless something is wrong. Everything else you mentioned would be fine. If you are going to replace the water pump I would get an electric w/p. Is there anything wrong with the car or does it run fine?

I would wait on the Opti and waterpump. Wires, plugs, PVC valve, fuel filter, air cleaners, and cleaning the throttle body would probably be as far as I would go with the tuneup.

Just FYI, it's PCV not PVC.... Positive Crankcase Ventilation....

O2's, mentioned before, should be near the top of your list.

Replace the WP with a stock rebuilt, before it goes to leaking and ruins the opti.
DO NOT use seafoam or any other additive on it. Along with what ya mentioned to replace have the oil and filter changed at the same time.

Don't forget belts and hoses. Check them for wear and cracking, and replace appropriately.

If you're going to replace the WP - might as well do the opti. So, either do both (pointless now) or wait until one craps out. If opti goes - definitely do the WP, if WP goes - replace that and you can save the opti for later if you are short on cash. Plus - just changing a water pump that is working could always create problems (e.g. spill coolant on opti).

Use seafoam - why not? Just don't add it to the oil. Of all the cars I've used it on - about half of them had very noticeable benefits while the others were average or a little above (in other words....no negative experiences - just stay away from the oil).
