Vacuum leak?

Vacuum leak?

I've noticed a tear in the hose pointed out in this picture:


This is a 95 z28, sometimes the car runs fine but pretty frequently at idle it will jump between 1000 to 1500 rpm and it'll have horrible throttle response. While driving it'll stumble and i'll have absouletly no power and eventually it will die. Could this be a vacuum leak caused by the hose above?

Looks like one of the heater hoses to me. No vacuum, but coolant inside.

yup, coolant hose. vacuum are the really small lines, usally with a 90 degree boot on the ends
