The coolant is actually an antifreeze, anti-corrosive, and anti-boil. Too little and you may run into some trouble in these areas.

Is 15% too little? Dunno.. sounds like it to me though.

well, first does the temperature drop below freezing there? that might cause you a problem. i read an article in HOT ROD that said that pure distilled water dissipated heat 20% more effictively than the best coolant on the market when used with a corrosion inhibiter (water wetter or purple ice)

The water is under pressure, therefore it will not boil at 212deg F. the normal boiling point at sea level.

thanks.. here the temperature is almost all yaer from 70s-90s

I know that 15% is too little but I was broke, lacy, and a bit mad at my car an decided to put just watter and what was left from a coolant that i had

Pure distilled water is fine. I've run it in the summer for several years.

You want to use distilled water, not tap water. Tap water contains minerals that will promote clogging. Some areas of the country, like Southern California, have worse water than other areas.

I would recommend a anti corrosive/WP lube like Water Wetter or Purple Ice with the water.

Ditto.
The system pressure should make it so you don't run into boilover problems, although you still won't have the capacity for heat if you were running a 50/50 mix.

Anything below freezing, though, and you will be out there with a bucket of hot water trying to unfreeze your radiator and your hoses. I've never done it, but I've heard stories.

Sounds great... I was just sharing what the various functions of coolant are.
