underdrive Pulley

I just bought a under drive pulley off ebay for my 1994 lt1. They sent very long bolts that seems to install the new pulley in front of the old pulley. Is this correct or should i just install the new pulley?

Put the UNDERDRIVE pulley between the factory pully and the hub. also was it a one or two pulley system?
