Turn Signal Flasher?

I just got a 94 Camaro Z28 last Thursday, and something already broke. The turn signals stopped working. I hit the turn signal lever on the column, and nothing happens. The lights on the dash don't come on or flash, and nothing happens to the exterior turn signal lights. I tried replacing the turn signal flasher unit under the dash, but I can't find the thing. I dropped the lower dash panel, and all I found was the grey hazard light flasher cylinder and the horn relay. It is my understanding that there should be two flashers....one for the hazards and one for the turn signals. This is the way the shop manual says it is, and it this way on my mother's 94 Caprice.

I replaced the hazard unit and the horn relay to no avail, and I cannot find the turn signal flasher unit under the dash. The Shop manual says it is under the dash, to the left of the steering column, in a clip. I was under that dash for an hour and there is nothing under there. Could someone please shine some light on this situation? Did GM pull a fast one a stick the flasher in some weird spot? We have ruled out a fuse problem, all the fuses are fine. I want to fix the flasher and avoid a trip back to the dealer. Besides, I am a cop target already. If they can't nail me for speeding, they now can nail me for no turn signals.

Any advice is appreciated. Thanks.
