Mineral spirits can be found at any paint, hardware or home improvement store.

You can use mineral spirits, lacquer thinner, solvent - pretty much anything that will eat the solid oil varnish (if there is any) and thin the oil up so it's easier to bleed the lifter down. Now obviously I am saying to do this with lifters that appear to be in good shape - not those from an over-heated motor that has then sat out for years in the backyard...

We only use new lifters with any motors we build or re-fresh, not because they were bad to start with, but just because the customers like it and they're cheaper than the labor time to rebuild them when buying a complete engine kit.
