Not to be an a$$ but it just seems like you have to be dong something wrong setting it. I didn't follow your previous thread so I don't no all the details about your problem.
If your setting it to .03 to get 0 % and the pcm is giving a code that voltage is low it seems as though it is getting the correct reading no short or anything. Can you tell us exactly how you are setting your voltage and what you are doing to check for 0% ?
Your not trying to set the voltage of tps based on 0% on a scan tool are you? No offense to you just trying to cover the bases.

After a installed the 58mm TB my TPP was at 14%, and TPS voltage was over 1 v, iirc.

I slotted the TPS sensor and used a multimeter to set it to .50v at fully closed.
.50v on the multimeter is measured as .50 on my laptop aswell using Freescan.
TPP is still over 0%, at .50v it was 8% I think.

I kept moving the TPS sensor to see the effects. I heard somewhere that .67v was a good value, no change.

.24v is as low as I can get it before it will eventually set a DTC 22.
at that voltage its at 5% throttle. I did have it set to .03v for awhile, and that was 0% throttle. Ran fine for about 5-10 minutes then set the code and started acting screwy.

The only thing I can think of is maybe the source for the 5v ref signal is slow?
Meaning, the pcm may baseline whatever it see before the 5v signal reaches the sensor.......
