Thought I had elec water fixed - WRONG!!

I thought I had my elec h20 pump fixed. keeps blowing fuses. Traced it down to what may be the problem. Help me if you can. When I put in a new fuse and turn on the key (without starting the enging) the pump will run for a while but eventually the housing and pigtail get so hot you can't touch them, then the fuse blows. Bad pump??? I took it off but can't find anythig wrong. It turns a little hard but I'm not sure how stiff it's supossed to be. I ordered a new one from JEGS. This one only has about 5000 miles on it. Any ideas other than bad pump?????
