Is there a way to tell if an egr valve is bad with it being off the car?
I have mine off and it is springy and seems fine. What should I look for to tell if it's bad?
When I rev the engine, the diaphram didn't seem to move but I have it off now.

get a vacuum pump and slowly add vacuum to the valve. the diaphram should rise as you give it vacuum. make sure it rises all the way up and down and make sure it can hold vacuum as well.
revving the engine wont open the valve. maybe a little. the pcm controls this. it signals the egr solenoid to give the valve measured vacuum.......usually on the highway it will open all the way.
