Steve's blockoff plates, blocking off tube with third plate

EGR Valve, blocked off, EGR pipe to intake picking up a gasket today and blocking it off. I have stock exhaust manifolds and in order to completely remove the EGR pipe I need to block off the hole with the third plate I ordered. The problem is it is a pain in the a** to get to that bolt and not much room to loosen. Has anyone been able to get this off? If so, how, top of engine bottom? I tried on the top by reaching down and got a wrench on it. I thought I was loosening it, however I think it was on there soo tight, rusted, that I was just rounding off the bolt with the wrench. Pretty much I'd say I'm screwed on getting that off right now if that is the only way you guys could get it off since I can't even get a good grip on it anymore. I was using a 1/2" wrench too. The bottom didn't look any easier to get to it. Anybody who has accomplished this let me know. What I am thinking is leaving the tube on and putting the plate between the pipe and intake manifold to at least block off the exhaust going in, and kind of dead end the pipe. I was going to put a gasket on either side of the plate to seal it. I'd like to be able to remove the pipe completely, but I don't see that happening until I replace with headers. Also, do you think this is alright to do with the pipe? or should I do something else?

yes it would be ok to just have it blocked at teh intake as long as you have a good seal there. You won't have accomplished a damn thing though since the only point to the egr mod is to get rid of it, i.e. no perf gain.

Removed it from the top.

You could cut it off and just get a new bolt if that would be easier.

Get yourself some headers..........
