Arrow Steering shaft question

I installed the steering shaft on my 93 today and it seems that I have a problem. Whenever I push it all the way on the bottom, it comes out a little from the top. And vice versa. If I tighten one of the sides, the other won't move afterwards.
I am not sure exactly how it was before.

Here's how it is right now. It's in almost all the way on the bottom. Is it safe to leave it like this or what else can I do?
Thanks!

mine is about like that it isn't that bad. I kind of noticed it when i pulled my motor out the bottom. I have ran it like that and no problems yet.

I pulled the motor through the bottom too, so that's why I'm reinstalling it now.
