starting problems

I have been trying to figure out a starting problem that is a pain. The engine will not want to start the first try acting like it is out of fuel. So I turned the key (not to start) to on heard the fuel pump kick on and shut the key off. I will repeat the two or three times until I hear the pump bog down. The it will start as soon as I turn the key past the on position. Why am I loosing the fuel prime?

It's in the tank alright. Another symptom is if it starts better with a full tank. You are gonna love how the GM "engineers" designed the method for changing the dang thing. Hint: Your exhaust and axle are in the way.
