Im going to replace my gaskets today and since I'm not the one who installed them Im not sure how to remove these bolts. Do i have to remove the little clips or whatever they are? both of them? What should i remove them with? just some pliers or something?

 

I just pop the C-clips off with a screw driver and have a magnet on the clip while i am doing it so it can't go flying. The washer that locks isn't magnetic though so you just have to grap that.
