Do the bolts have to be taken off in order to put the retainers and the lock-offs on them? I have been having problems with the bolts backing out on them. I have the bolts already in, but never put the rest of the package in to lock it all off...

No,you dont have to remove them.Just make sure they are tight and put the retainer then the clip on.
