I have this problem as well
I think it happened after I put a 40 series flowmaster on the Z28. Custom Chrom dual tips as well, but it only happens when I get on it while driving. If standing still and revved it does not happen. Only when driving forward and i punch it regardless of speed. I have the A4 transmission, but I swear to god it is the exhaust. It is annoying. I high pitched whining / whistling coming from the *** end. It is definitely not coming from under the hood. It is either, U joints, Tranny, Differential, or what I think ....exhaust...

I don't know what these people are talking about. I have had a 2OTL on my car for 4 years and have never heard such a thing.
People should also check their intake elbow, especially at the bottom where it goes on the TB. It likes to get caught and leak there.
Thankfully, one of those will not fit inside my tips.
It sounds like the engine is pulling alot of air through the intake but I know that is not likely with TPI. The only other thing I can say is that it doesn't seem to affect performance any. Oh, that and it seems to be a very good way to deflate egos. Pull up at a light with the rumbling exaust of a 350 on one end and the whine of a turbo on the other, even though it is not actually there.
I am convinced it is the Split Tips
I am getting convinced that it is the FLowmaster exhaust setup, well....more specifically the tips. They are two chromies on each side split from the single pipe on each side. My tips have two exits per and I think it is just rushing air past the split and causing a weird result. I am gonna lop off the tips and check it out without. If it is still there, then gonna weld them back on and hit a tranny/differential specialist....
My 58mm BBK TB makes such a loud whistling noise that last time I was autocrossing my car when I was driving on the return road I could hear some of the other racers say "check out supercharged LT1"
