A heavy foot is the biggest killer in gas milage.
Next is a needing a tune up or mods that alter factory spec such as bigger injectors, bigger bore, headers with improper tune, EGR deleting, etc.
Finally is weight... clean out your car of junk you don't need
With a heavy foot I get about 12 MPG with conservative driving I get over 25 MPG
