You have an OBD II car.

This should help explain things.

EDIT:
Sorry, your 94 is OBD I, a 96-97 will be OBD II

so when it comes down to getting emission testing is a pre 1995 car better or 95+ in terms of passing when i have "illegal" mods in my car?

I don't know what the OBD type has to do with being better if you have illegal mods.

Ummmm...No. OBD2 simply has a lot more parameters for checking the integrity of the cars emissions. As far as inspecting the car...every state is different , I dont know how strict they are where you live. If you perform mods that trigger an SES light, this will not be acceptable when you get your car inspected. They plug into your cars computer port and will know what is not functioning properly. OBD1 is less sensitive when it comes to mods that affect the car's emissions equipment. Hope this helps.
