Rebuilding did not Help Tranny!!

After having a shop rebuild the tranny of my Z28 everything was going alright, It was shifting strongly at 2000RPM Then i drove it around town for a while and then it wouldnt shift. It would shift at about 4000RPM like it did before it got rebuilt. What happened?

Any answers would be very helpful!!

Its a 93 with the old-school 4l60 tranny

Now when I took it back to the shop it suddenly went back to normal after mashing on the throttle a little bit.

It is probably the throttle valve.

Any tips on getting it and keeping it unstuck?
