MAF stands for Mass Air Flow Sensor. Its located between your Air Filter and the Throttle Body (if you have a 94-97 F-body car).

The pic below is not stock but you will notice the Maf is located between all the clamps. My car is set up a little different because of my intercooler tubing for the supercharger but the MAF is pretty much located in the same area on a stock car.

Its the the sensor (between the Silver clamps) with the plug connector on it. Cost will vary, you could get it at a GM delearship for like 420 New or a wholesale place like GMpart.com for like 230.00 OR go to the forsale section of this Forum and get it for a lot cheaper used.

FWIW, putting the car in neutral and revving it is not a way to test for ignition problems. Ignition problems show up under a load. There is no load when it is in neutral.
