Ok few things it could be. It's possibly the opti, coil, ICM, or battery ground. If you're smelling gas that means the engine is flooded. Put the pedal to the floor next time you try to start it. The PCM will sense it and put it into a purge flood mode and cut off fuel to get rid of whats in the cylinders. Then try to start it again. Hope this helps and if I'm missing something I'm sure someone will chime in.

Yeah it is possible that the opti did get moist due to the rain and possibly die on you. Since it's a 94 I presume that it's not vented so if it did get wet it could take a long time for it to dry out. It may dry out and fire up for later on in the day but it may dry up and refuse to start which probably means it is fried. But good luck man.

Check all connections to ICM, inspect your wires. Unplug & check coil wire. Wipe it if it's wet, coil too. Check wires boots on plugs and opti... Check for spark, if possible. Check fuses.

take off one of your spark plugs wires (you need two people, or remote start) have someone crank the engine and put the end of the wire right next to your header or valve covers (get it within an inch), if there is no arching from the spark plug wire to the header then it is most likely your opti ( if you have blaster coil, check it the same way) if non of these are getting spark then your opti is dead.
