Exclamation PCM tuners insidE!

I just got a cable from Andrew at AKM Cables. This was a custom cable he built for me. It consists of an OBD2 ALDL connector with 4 wires. 1 wire is 12 volt possitive , 2 wires soildered together are 12Volt negative, then one single blue wire with a pin attatched to the end ( communication wire i belive) Pictures below

Now I have 2 goals I need to accomplish with this cable.

#1 goal is to use LT1_edit to capture and tune my PCM file while PCM is NOT attached to car or attatched to bench dynometer.
I need to be able to do this to flash the HPP3 off the PCM to get the gearing and cooling #'s and be able to sell my HPP3. Also I need to do some settings to the injectors and others before we start the 383 LT1 on the dyno.

#2 goal is to use LT1_edit to data log and tune further while engine is attached to Bench dynometer. This is a must so I can get best A/F ratio and also have Nitrous tunes and track tunes with race gas. I am spending alot of downtime to be able to have the benefits of a actual bench dyno and I dont want to pass this opportunity up.

AKMcables.com has a somewhat blury tutorial but its for OBD1 connections.

What I need to know is where do these different wires connect to the pcm ?

Im assuming I need to supply my own 13.8 Volt DC regulated power supply to the red(possitive) and black/white(negative) and then the blue wire plugs into the PCM somewhere? IS this all I need? and if so Which wire/pin do I connect the blue wire to on the PCM itself?

Incase anyone is wondering This cable is to replace the ALDL connector in the car because the engine is being bench dyno tuned be4 we put it in the car.
