P0151 sensor circuit low voltage. What does this mean?

Last night my car started stumbling horribly and got worse SES came on then started flashing indicating I guess a misfire. Today I got the code it showed P0151 (Bank 2 sensor 1 sensor circuit low volts). Just a FYI I am on my second pair of new 02 sensors. Does anyone have any idea what triggers such a code and what could be causing it?
Thanks for any help.

The PCM is sensing low voltage from your right bank pre-cat sensor. Maybe a connection or wiring problem since you said you just replaced it.

nop I always seem to go back to my OBD1 PCM that stays in open loop. Runs perfect that way.
