Ordering an LE2 package

I'm new to the game, with that said: I was reading the policy when ordering a package and what do they mean by "customer supplying cores" ?

Or purchase the heads outright and then send in your cores for a refund. That's taking for granted that there is nothing wrong with yours when you send them in for the refund.
